Managing Investment Director,
Global Fixed Income

Arnold B. Phillips was named managing investment director for the CalPERS Global Fixed Income group in July 2019. He brings 33 years of expertise to his position.

He’s responsible for managing approximately $110 billion of fixed income assets which consists mainly of investment-grade and high-yield corporate securities, foreign country debt, mortgage-backed securities, and U.S. Treasuries.

Arnie has held various roles in the Global Fixed Income group, including portfolio manager for Short Duration Fixed Income portfolios from 2001-05. He assumed his current role focusing on structured security assets in 2005.

Previously he served in other leadership capacities within the Investment Office, managing various fixed income total-rate-of-return portfolios with a primary focus on structured securities.

Arnie holds a bachelor's degree in business administration (finance), with a minor in economics, from Sacramento State University. He’s earned the designation of Chartered Financial Analyst and certification as Certified Cash Manager.
